Carlos E. Meneses is an accomplished civil engineering professional, serving as Vice President and Senior Resident Engineer at HNTB, a leading planning, design, and construction management firm. Based in Morris County, New Jersey, he contributes to overseeing complex infrastructure projects and ensuring seamless project execution.

Carlos holds a degree from Fairleigh Dickinson University and brings a wealth of practical engineering experience to his leadership role at HNTB. His work reflects a strong balance of technical expertise and managerial skill, allowing him to effectively guide multidisciplinary teams while ensuring projects are delivered on time, within budget, and to the highest standards of quality and safety.

In February 2025, he delivered a featured virtual presentation for the American Society of Civil Engineers (ASCE) North Jersey Branch, focusing on a significant infrastructure undertaking: the New Jersey Turnpike Authority’s (NJTA) Garden State Parkway over Passaic River project at Route 46 & River Drive. In this capacity, he is also noted as the CM/CI Department Manager, reflecting his dual leadership in construction management and inspection efforts.

Throughout his career, Carlos has cultivated a reputation for successfully managing high-profile, technically demanding projects that impact both local communities and regional transportation networks. His leadership emphasizes collaboration with clients, contractors, and stakeholders to achieve innovative solutions for complex engineering challenges.
