Andrew Frisvold, PE is the Chief of Construction for the Port Authority of New York and Jersey. In this capacity he oversees all Redevelopment, Capital Improvement, State of Good Repair and Tenant Alteration Projects for all facilities in the Port Authority’s portfolio which includes the Lincoln and Holland Tunnels; George Washington, Bayonne and Goethals Bridges, the Outerbridge Crossing, PATH Train Network, the Ports; Newark, LaGuardia, JFK and Stewart Airports; the Port Authority Bus Terminal and the World Trade Center site.

The average annual work in place is over $1 Billion.  The current notable projects are the JFK redevelopment program which is comprised of New Terminals 1, 4, 6 and 8 as well as new associated Substations and enhanced supporting roadway systems; the “Restore the George” program which involves several Contracts for the purpose of rehabilitating the George Washington Bridge in which the most significant portion is to replace all of the suspender ropes and repair and rewrap the main cables; the new Airtrain system at Newark Airport; and the completion of the New Terminal C at LaGuardia Airport.

Prior to this, Andrew was the Resident Engineer for notable projects at the Port Authority such as the World Trade Center rebuild of the East Basement Walls and East/West Connector; the New Terminal A supporting Roadway and bridge network at Newark Airport, the completion of the new Bayonne Bridge; Flood hardening projects at the PATH Train Network consisting mainly of 4 new elevated and enclosed electrical substations, floodwalls to protect various infrastructure close to the Hudson and Passaic Rivers and replacement of various items damaged by Superstorm Sandy; and new piers E1 & E2 and the new Corbin Street Ramp over the NJ Turnpike at the Port facilities.

Andrew worked for several contractors as a field engineer prior to joining the Port Authority and on projects such as the Interstate 15 / US 95 Interchange Bridge system in Las Vegas referred to as the “Spaghetti Bowl” and medium commercial projects in NYC.

Andrew holds a BS in Civil Engineering from Manhattan College, an MS in Transportation Engineering from NJIT and is a Licensed Professional Engineer in the States of NY and NJ.

Simona Shapiro, P.E.

Simona holds a Bachelor of Engineering in Civil and Environmental Engineering; is a licensed Professional Engineer in the States of New York and New Jersey and is a member of the American Society of Civil Engineers, American Society of Highway Engineers, and Women’s Transportation Seminar. Simona has over 23 years of engineering design and management experience in both the public and private sectors.

While working in consulting, Simona led multidisciplinary engineering design on notable projects such as Route 280/21 Interchange Improvements and Scudder Falls Bridge Replacement Program. More recently she worked with NYCDOT as the Chief of Design, leading New York City DOT’s in-house design team associated with Vision Zero/Street Improvement Projects Program. In 2022 Simona joined the Port Authority and now serves as the Chief of Design.

As Chief of Design, she directs and manages all engineering design work for Port Authority capital and operating projects, that are under the authority of the Chief Engineer. In this role, she oversees the design of projects to modernize, expand, maintain a state-of-good repair, improve customer experience, and ensure optimal excellence at all Port Authority facilities. More specifically, Simona oversees the professional and technical staff in the architectural, civil, contracts, electrical, environmental, geotechnical, mechanical, resiliency and sustainability, structural and traffic design disciplines and the newly minted senior design executive teams who oversee the majority of the consultant program for design services. The Chief of Design, with Port Authority’s Design Division, works to continuously improve safety, quality, delivery, and client service.

Simona is a proven leader, known as a collaborative change agent who is passionate about creating efficiencies, streamlining processes, and innovating overall.

Parth Oza, P.E.

Assistant Commissioner & Deputy State Transportation Engineer

Parth Oza was appointed to the position of Assistant Commissioner, Capital Program Management (CPM) in July of 2022. As a key member of the New Jersey Department of Transportation’s senior leadership team, he is charged with delivering the bulk of the Department’s Capital Program of over $1 billion annually in state and federal construction projects, in addition to over $350 million in consultant engineering awards.

Parth oversees a workforce of over 1,300 employees in several divisions within CPM. He is responsible for leading an active construction program valued at approximately $4 billion with 200 plus active highway and bridge construction projects. He also serves as a Deputy State Transportation Engineer for the Department and previously served in various roles in the Division of Transportation operations Systems and Support.

In 2012 Parth received a Bachelor of Science, Civil Engineering degree from Rutgers University and a Master of Business and Science, Engineering Management from Rutgers University, Professional Science Master’s Program in 2021.

Parth is a registered Professional Engineer in the State of New Jersey.

Dan Hesslein, P.E.

Deputy Chief Engineer – Construction

Dan was recently promoted to Chief Engineer to lead the New Jersey Turnpike Authority’s Engineering Department in June 2024. He is responsible for delivering all Capital Construction projects and programs as part of the Authority’s long-range capital plan. Dan has been with the Authority for more than a decade and has a diverse skill set ranging from concept development, design, construction, and operations/maintenance.

He is a licensed Professional Engineer and holds a Bachelor of Science in Civil Engineering from Manhattan College and a Master of Science degree in Civil Engineering from the New Jersey Institute of Technology. Mr. Hesslein, a lifelong resident of Monmouth County, continues to reside there with his wife and 4 children.

Chrissa D. Roessner, P.E.

Chrissa has been with NJ TRANSIT since 2021 as the Deputy Chief of the Construction Management group. NJ TRANSIT’s Construction Management team is responsible for over $3 billion in active construction awards including contracts such as the Portal North Bridge, the Raritan River Bridge Replacement, the Delco Lead Storage & Service & Inspection & County Yard Improvements, Long Slip in Hoboken, in addition to various train station rehabilitation and improvement projects and bus garage projects supporting electric bus infrastructure.

Prior to joining NJ TRANSIT, Chrissa was with the New Jersey Department of Transportation, in a Senior Executive Service role, serving as Regional Construction Engineer for Region North Construction & Materials and Deputy State Transportation Engineer. In her role as Regional Construction Engineer, she was responsible for the team performing contract administration and oversight of hundreds of projects in various phases of construction. Earlier in her career, she was with the Louis Berger Group where she worked on and managed various transportation infrastructure project designs for state, county, and municipal agencies and authorities.

Chrissa is a licensed Professional Engineer. She holds a BS in Civil Engineering from New Jersey Institute of Technology, an MS in Civil Engineering from Rutgers University, and an MBA in Finance and MS in International Business from Seton Hall University.
